An aptitude test awaits aspiring teachers in Gujarat

Transparency and an end to manipulation can be expected in the selection ofteachers and head masters now as Gujarat government has introduced Teachers Aptitude Test (TAT) in their recruitment process.

The test will carry 70 per cent weightage, while educational qualifications will have 30 %. The test will be conducted by the Gujarat Secondary and Higher Secondary Education Board (GSHSEB), Gandhinagar, at least once every year.

A body called the Gujarat State Secondary and Higher Secondary School Educational Staff Recruitment Selection Committee will function as the selection committee.

The body will ascertain the number of posts of head masters and teachers for which recruitment is to be made, from the inputs given by the respective district education officers.

The selection committee will be headed by the commissioner of schools. The vice-chairman of GSHSEB, a state government officer of deputy secretary rank, educationists and representatives of the school management associations will be its members.

Hasmukh Adhia, principal secretary of state education department said that TAT has been introduced to eliminate possible malpractices in the teachers' recruitment.

"Earlier, there were many complaints about irregularities and corruption.Now, the process will be transparent as candidates will be judged on their performance in the test and their educational qualifications. There will be no personal interviews and the selection committee will prepare the merit list of the applicants," he said.

Giving details of the test Adhia said, "Total marks of TAT will be 250. There will be two papers. A paper of 150 marks will check aptitude of applicants to become teachers. It will also check their general knowledge, language skills, etc. This paper will be common for all the candidates."

"The second paper of 100 marks will be of the subject in which the candidates have got their degrees,” he said.

The state education department has made it mandatory for candidates aspiring to become teachers and principals in the secondary and higher secondary schools in the state to clear the Teachers' Aptitude Test (TAT).

The test will be conducted by the Gujarat Secondary and Higher Secondary Education Board (GSHSEB). In Gujarat, 70% weightage would be given to marks scored in TAT, while 30% weightage would be given to the educational qualification of the candidate.

The move to hold TAT comes in the wake of the central government's decision of making an eligibility test and 60% score in it compulsory for aspiring teachers. The decision was taken to improve the dipping standards of teaching in schools across the country. Nationally called the Teacher Eligibility Test (TET), which Gujarat government has named TAT, the test is a mandatory requirement for securing a teaching job in schools - be it private, government, aided or unaided. It will be conducted once a year separately by the state government as well as the Centre.
State education department officials said the candidates aspiring to become teachers will have to pass TAT in maximum three trials with minimum 50% marks. The test will be conducted by the GSHSEB and will be valid for five years.

Officials said that the aspirant can appear again to improve the score but the average score will be considered final. The test is aimed at improving the quality of teachers in the state. "The test will ensure that the quality of teachers recruited is good and able to shape the future of secondary and higher secondary students," said an official.

The official added that selection committee will hold camps and give placements to the aspiring candidates on the merit-cum-preference basis.

Teachers will have to report on duty as per the orders of the selection committee.

However, the decision has not gone down well with grant-in-aid and self-financed schools.

"While we welcome TAT, it is largely unacceptable to grant-in-aid and self-financed schools which have termed it as unethical, stating that the rule should be common for every school," said Ahmedabad School Management Association president Bhaskar Patel.

However, Patel refused to comment about appointment of teachers, citing the sub judice status of the issue in the Supreme Court.

INTRODUCTION
Government of India Notification dated 22nd July 1988 regarding revised pay scales stated that only those candidates who, besides fulfilling the minimum academic qualifications prescribed for the post of Lecturer, have qualified in a comprehensive test, to be specifically conducted for the purpose, will be eligible for appointment of Lecturer. UGC has recommended the introduction of test at entry level (Lecturer) in consultation with academicians and State education secretaries.
Accordingly, the UGC conducted the test for Junior Research Fellowship and eligibility for Lectureship on 24thDecember 1989 and 29thApril 1990 in the subjects falling under Humanities and Social Science including languages. The CSIR conducted the Joint UGC-CSIR test for JRF and eligibility for Lectureship on 31st December 1989. Simultaneously, the UGC asked the State Government and Union Territories about their option to conduct their own test or alternatively, adopt UGC and UGC/CSIR test. In the event that they opt to conduct their own test equivalent to UGC and UGC/CSIR tests,such tests shall require accreditation by the UGC. The Commission at its meeting held on 25th May 1990 decided to constitute a UGC Committee on accreditation of test to be conducted by State Committee and Union Territories. This committee is designated as U-CAT.

The test conducted by UGC and UGC/CSIR is referred as the National Eligibility Test (NET) while the equivalent test conducted by the State government is called State Level Eligibility Test (SLET) or State Eligibility Test (SET). Gujarat Government decided, in principle, to conduct SET vide Government of Gujarat Education Department Resolution No MIS-1092-New Item-10-dated 31/8/98.

STATE AGENCY
The Government of Gujarat Education Department Resolution No MIS-1092-New item-10-KH dated 15/5/2000 initiated the actual implementation process for the conduct of SET in the Gujarat State.

The Maharaja Sayajirao University of Baroda has been appointed/ authorized as the Agency of the State Government to conduct State Eligibility Test for the University and college teachers of Gujarat(herein after referred as SET).

LECTURESHIP

It may further be specifically understood that such a candidate who qualifies the SET would only be held eligible for being appointed as Lecturer in University/ affiliated college, provided he/she fulfills other academic qualifications prescribed for lecturer post by the U.G.C. and is selected by the respective Selection Committee. Unlike the NET/UGC-CSIR Combined Test the candidates who qualifies the SET is only eligible for being selected as lecturer and not for the award of Junior Research Fellowship (JRF).

As per UGC guidelines, after June 2002, SET qualified candidates shall be eligible to apply for the post of lecturer only in the Universities/Colleges belonging to the same state whose SET Examination they have cleared.

6,500 maths teachers wanted, only 5,646 eligible

Ahmedabad There is an acute shortage of mathematics teachers for classes VII to VIII in government-run and grant-in-aid schools across Gujarat.

Last month, the Department of Primary Education placed advertisements to fill up the total 6,500 vacancies of maths teachers, but received only 5,646 applications from candidates eligible for the job.

In effect, 854 vacancies will remain even if all the candidates who had applied, are selected for the job.

This is for the first time that such a situation has arisen in Gujarat, but state Education Department officials have said it should not be construed that there are no candidates with mathematics subject available in Gujarat.

H V Bhatt, Deputy Director (Primary Education), said the problem arose after it was made mandatory for candidates applying for teaching job to clear the Teachers Aptitude Test (TAT).

He said the performance of the candidates at TAT was poor and all of them could not qualify, and so fewer number of applications were received against the numbers advertised.

When questioned how he would cope up with the situation and meet the demand, he said the matter was under consideration and they would soon come up with some solution.

Bhatt said the response for 6,500 posts advertised for teachers in Gujarati, Hindi, Sanskrit and English languages was huge. He said that over 22,000 applications were received and the selection process will begin soon.

Retired Principal Bhaskar Patel, who is also an executive member of Gujarat Secondary and Higher Secondary Education Board (GSHSEB), said there appeared to be two reasons for the candidates’ poor performance in mathematics papers in TAT.

The paper was tough, and the candidates were not given adequate time for preparing for the test, which was held for the first time this year. The TAT exam was conducted within 15 days of the notification while at least six month’s time should have been given to the candidates for preparations, he said.
